is to represent parent voices and perspective to inform board of education policy discussion. tonight we'd like to report on the pack's upcoming community briefing on the redesign of special education services. next week we will be hosting a community brief inging on the redesign of these services. this briefing will help us gain a better understanding of the bigger picture and perhaps some of the challenges related to implementing practices across the district. as the para dime increases, parents and community partners alike have many questions about implementations of this change. -- including the san francisco youth commission, the united educators of san francisco and support for families of disabilities. many questions are related to the /tkhreufr delivery of a more inclusive model to address these students' needs. at the last board of education meeting on tuesday, february 26, it was decided that 33 probationary teachers would be non reelected to the classroom for next year. what was particularly notable about this decision was the fact that 11 of these 33 teachers were special educat
at the present surplus on education reform. this event is about 45 minutes. [applause] first we think you very much for joining us. i know you've had a couple of busy days from last evening jon stewart to this morning cnn.com appears morgan coming and we are delighted to have our wonderful friends here from c-span filming this event that many people across the united states can really benefit from a lot of what michelle has to say. to kickstart the seasoning how did you come up with a fascinating and interesting book and where does this interesting name come from? >> i think the genesis of the name is interesting in that when i first got to d.c., it was the lowest performing and most dysfunctional school district in the entire nation to be the was a pretty widely known truth. and so, i started doing things that i thought were obvious for school district in that kind of state and started closing the low performing schools, moving out and effective employees, cutting the central office board of bureaucracy in half and as i was taking all these steps and measures, people started saying she's a ra
of the education until system. this is a half an hour. >> it's great to see so many people out tonight who do such amazing work for kids in new orleans, and thank you for coming. i'm just going to talk for about 10 or 15 minutes or so and then take questions, and there's some people here tonight who are in the book and they might be willing to answer your questions during that session as well if you're interested in hearing what it was like to be part of that process from their van -- vantage point. the other day is was reading a book called "behind the beautiful forever," which tells the story of a group of families living in a mumbai slum, and in her author's note she tries 0 explain why she chose to focus on ordinary people rather than broader policy debates or history, and she wrote something that i think summarizes what i happened to do and hope against hope getter than i ever could. she wrote, when i settle into a place, listening and watching, i don't try to fool myself that the stories of individuals are themselves arguments. i just believe that better arguments may be even better pol
treat one another? and i think we have to be very clear in our educational process and the communication to our people and what is acceptable behavior and what is unacceptable behavior, and i am often fearful when we try to develop a black letter law if you have all these factors and bullying and you fell outside and that works okay in the courtroom. right? as prosecutors we need clear understanding of the laws to understand whether we have a criminal violation or not, but i am fearful we maybe overly legalistic and the way we deal with on a daily basis and we need to approach this by a global perspective respecting people and understanding we have the same rights and obligations and starting with the adults and i go back to the adults because the adults really have to tow the line here. they really have to walk the talk. i cannot tell you how often i of involved in large mentoring efforts and now in two different places, in l.a. and arizona. i cannot tell you how often the teachers are the ones that set the tone whether we have a respectable environment or and
the conversation /tw with the department of justice and department of education so that perhaps some soft guidance and oversite that we've had in the past which has been very compliance is now shifting to what's better for english learners and that is coming from the work that the practitioners are doing. what is good practice. we have data now that we can show what we need to do increase the academic of our el's. this is gonna really give us some good information about how to move forward. so i wanna thank the team again for bringing the information forward. >> thank you very much. i neglected to call for public comment on this but there's nobody to signed up. so we are going to move on to our second presentation on item m. >> thank you president norton. again a very timely and important topic and i'd like to ask doctor blanco and her team to come forward and take us through this presentation. move to extend the meeting. >> second motion we hear a motion here today to provide you with an update. this is the district's plan that will be implemented pending approval on addressing the disprop
of the 33 teachers who are up for non reelection. i teach [inaudible] elementary special education third, fourth and fifth for children with emotional and learning disabilities. i would like to read a letter that one of my parents wrote to both superintendent [inaudible] as well as miss norton. he wanted to be here in attendance tonight but his wife is having a baby so he couldn't be here and i made copies so -- to whom it may concern. i am the parent of a child who currently attends leonard [inaudible] elementary school. i have recently been informed that or beloved will not be returning to the school next year. i would like to express how concerned and saddened i am to learn this. i cannot express how devoted miss coalman has been with our child. our child has been diagnosed with adhd, a disorder that hinders his ability to benefit from the education he receives at school. this condition requires patience and understand inging from teachers that work with him. i can't tell you how frustrating the past few years have been in maintaining -- when miss coleman was introduced to ou
, our potential customers, so that's what our customer notification and education program is focused on. we don't want anyone being surprised by becoming our customers, we want them to understand what the service offering is that we're providing. i expect that in order to do that effectively, we will be answering people's questions that arise from receiving this mailer and then hearing from us about our program and saying, you know, how do you reconcile these two different messages and we'll have to be careful to make sure we get accurate information back to our perspective customer, not anl because we think that's the right thing to do, under the code of conduct law, we're required to do that, so we need to be careful to be giving accurate information and we know pg and e is obligate under that same code of conduct to provide accurate information and i believe the materials that you're referring to were not provided by pg and e. >> okay, by the international brotherhood of electrical workers. >> that's my understanding, by an organization funded by them. >> and you mentioned having a r
: the chicago board of education is expected to vote on the measure in may. declining enrollment has also forced other major cities like washington d.c. and philadelphia to close scores of public schools in recent years. we take up the debate now with two people at the center of the fight. we start with jesse ruiz. he's vice president of the chicago board of education. he was appointed to that post by mayor rahm emanuel in 2011. i spoke with him a short time ago. welcome to you, so why is such a dramatic action so necessary? is this resources, money, pure and simple? >> no. it is two-fold. one, we are looking at a record budget deficit of about $1 billion next year. so we're looking for every aspect to reap savings in our system. and we have underutilized schools as a result from it population loss in certain parts of the city of chicago. it's healthy for those schools to right size, to become fully utilizeed schools and combining under-utilizeed schools which garners savings we can reinvest and focus the resources we have in one school billion as opposed to multiple, partially used billions. >>
regular basis to drive our decision making. and finally of course educating parents on what is available to them and what niche tiff and interventions are being implemented ed district wide that they can [inaudible]. this provides an operationalized chart and we recommended -- we already had in anticipation of this, unfortunately we were found to be disproportional last yore and in an attempt to address that we had started an initiative of the rbi behavior [inaudible] and we are looking at more specificically using that particularly to address the needs at our high school level. looking at social and emotional curriculum being made available to all our sites to implement at the k 8 level providing sites with behavior coaches, rp coaches, reviewing section 504 structure, implementing change to make it more are bust, looking at the code of conduct, developing an education code for the 13, 14 school year. we have provided cpi training that focuses on verbal deescalation techniques already, but we will look to continue that through next year and going forward. and creative and fun programs to educate and nurture the community. she is also active with the full circle fund promoting the next generation of community leaders and driving lasting social change in the bay area. when she isn't running a business or helping her community, she spends time with her two daughters. so, with that i know that supervisor farrell would have loved to have honored you today, julia. thank you for your dedication and service to san francisco. we have been around for about 32 years. we're nonprofit and we do both education and advocacy and on the education end we develop be curriculum and the curriculum is used widely across the country. it's in every state in the country and in canada and 70 countries around the world and programs we're familiar with is second step and i am hearing some nods and we have a -- idea of kind of what kind of things that we do, and i also do advocacy work so i come and speak at meetings like this. i was at the attorney general's meeting in washington state and i would like to congratulate you and especially those in law enforcement in california for the high level of discourse that you have incredibly impressed today by what i have heard and my hats off to you for all the good work you're doing. so i do advocacy and part of that is kind of reaching out to people and bringing the message of social emotional learning not just to schools because educators kind of get it. it's not a stretch when we talk to them why it's important to get it, but we want to take the message outside of the s

was also nominated by president obama to serve in her role as assistant secretary of education for civil rights and she was confirmed by the senate in may of 2009. as assistant secretary, ruslyn is assistant secretary arnie's duncan's primary advisor. before she joined the department of education she was vice president of the education trust in washington, dc and was the founding executive of education trust west in oakland. in these positions she advocated for public school students in california, focusing on achievement and opportunity gaps, improving can urriculum and instructional quality and ensuring quality education for everybody. she served as an advisor on education issues on a number of private ipbs institutions, she is a teacher, a lawyer, and a very influential voice on all policy matters. she was also passionate about ending this issue of bullying and bringing everyone together to stop this disturbing trend so please welcome assistant secretary for civil rights, ruslyn lee. as i said, our moderator is not always our lieutenant governor, of course he needs to introducti
. we spend a large time in cal fire on public education and prevention and also with respect to you were talking about fuel, the fuels program, or vegetation management program in cal fire, we have a robust program throughout the state where we are conducting burning operations and vegetation management with prieflt ranch owners and private land owners as well as on state and cooperating with our federal agencies with the u.s. forest service. so two-fold program, vegetation management, we aggressively pursue that, but also from a public education stand point. what we find in these large scale incidents, the public is going to have to be self-sustaining and self-supporting. they need to be prepared. we try to educate them in respect that we say we'll provide the offense, you provide the defense. we talk to them about hardening their structures in a defensive measure against wild land fires. a lot of it is public education, survivability, building standards, but predominately our focus is putting the onus on the land owner, putting the onus on the private property owner, we will
. and that brings us to education nation. which is part of an ongoing commitment by nbc news, to foster a national dialogue about the future of education in america. today education nation is on the road in detroit with he had nbc's education correspondent, rehema ellis. >> we want to talk about what's happening to the schools in michigan. but in detroit, we can't help but talk about what's happening in the city of detroit. joining me right now is the governor of michigan, rick snyder. and the news of the day is that on monday, your emergency financial manager for detroit is going to go to work. there's a lot of controversy around it. people are protesting, saying it's unconstitutional. that he's going to sell off some iconic pieces of the city in order to balance the budget. what do you say? >> well it is legal. this is a crisis. and we need to turn it around. and if you look at, we've had success with emergency managers. if you look at detroit public schools, they've had one for the last several years and we're seeing the kids learn better now. flint and pontiac have emergency managers, working
with this amazing and inspiring group of women. thank you so much. i chose to apply my science and policy education towards sustainability. i have worked for more than 15 years in community forestry, conservation based development, water quality science, fixing national environmental programs and now working to harmonize to build a natural [speaker not understood] in san francisco and the bay area. i've been lucky to work with dedicated and really big hearted people. all of whom believe we can and should do more to reduce our ecological footprint and are working to figure out how. through my work today at spur and with friends of the urban forest, we're helping to move the city forward towards a more sustainable future where there are trees and sidewalk gardens everywhere, where we have zero carbon and an imminently [speaker not understood], not just preparing climate change, but doing everything we can to stop it. i have an [speaker not understood] policy science education and social responsibility and to get to do it here in san francisco where most people believe this is the right direction to b
educate. but we must go beyond thinking more rigor will get us better achievement. we have to remember a school is a community and in a xhuept, people look out for each other. they've got each other's back. how do we begin to promote that idea that we are in this thing together? we believe it's through, unfortunately but truly, self-interest. kids are driven developmentally by the desire to fit in, to belong, to be part of an affinity group. if we can capitalize on their desire to look out for their friends and give them some more tools and opportunities and support, they will begin to do what we need them to do to at least confront it in their own small cell of social influence and the compounding and leveraging of that begins to make change. so the question we have to ask ourselves, are we as adults willing it slow down enough to invite kids to sit down at the table with us and partner? do we have the courage to understand that inclusion takes time and we have have to work more diligently to i invite young people, particularly marginalized young people, to take part. >> you menti
the country. because the data shared by our u.s. attorney, representatives from the department of education confirm if we don't do anything about it, 13 million kids will become victims again for another year. some 3 million kids across the country will decide it is better to leave their school grounds than to continue their education. there will be more stupblting of the emotional and educational growth of our kids. all across the bay, whether working here in san francisco or alameda or sonoma or santa clara county. i want to thank you law enforcement officials here, instructors, community advocates, people who are concerned about our kids, they are our future and i would love to see a new generation of kids who don't know what bully is, who are not victims, who don't have those scars. but we've got to do today is sharing in the best practices, to be encouraged by programs like our roof top school here in san francisco who has traded a 50-person ambassador class that will talk about this, that will invite other kids, school administrators who have received the support of our school site
. then last week, we met with the director of the early child-care and education of the human services agency and that entity deals with child-care providers from the larger, you know, professional child-care organizations for-profit, non-profit to your child-care providers that work inside their homes. so the primary focus was talking about how could we work together? what way can we work together to assist the smaller child-care providers in running and operating their business? you know, maintaining -- because they are just individuals who do this for love and they don't necessarily think about the business organization. so we have just started having a conversation and a dialogue and i don't know exactly what is going to transpire from here, but just to have the information. we shared with michelle the information that we provide at the assistance center, when an individual or individuals come in, who want to do child-care especially child-care in their home. what are the rules? what are the regs? and also, more importantly, what sort of support is out there? hsa does have some fina
to schools because educators kind of get it. it's not a stretch when we talk to them why it's important to get it, but we want to take the message outside of the school into the media, into the communities, into families so that people kind of understand this process of another way of learning and becoming an educated person. a couple of other things i do i work with anne on the board and with the foundation. that has been exciting. i do advising for sesame street. if you have small children the next seafn sesame street you will see some of the favorite characters and breathing and learning problem solving models and we're very excited -- >> [inaudible] >> and they're focusing on self regulation and other skills and specific focus and exciting working with them the past year and a half or so so i want people to have a look here, and what i would like to do is tie some of the things together that you have been hearing about today and in terms of bullying prevention, other prevention work going on in your state and in terms of promoting positive behaviors with youth, and so sometimes
not be familiar with the 108-plus law in the state of california. and so we do education, from the department of public health in four languages. we sent out in arabic chinese and spanish and english and i will talk about education next. retailers know this law and well informed that it is illegal to sell to minors, virtually know this law that i encounter. the san francisco department of public health provides a mailing every single year for the last seven years to all 1100 retailers, with all of these items in your packet you will see a copy of it in these four different languages. in fact we just sent ours out this year, at the first week of march. so just so you know, all retailers right now have just received the informational packet talking about sales to minors, and in addition when they applied to the state and the board of equalization to the tobacco sort of handling license and they received the education and there is an agency that some of it comes from which is an enforcement agency that does inspections locally as well. there is a lot of opportunities to be educated about this an
that as the city wide effort to keep our city beautiful. sparkling and clean and educating youth and provide the scholarships and support for them and using culture -- about the cleanliness of our neighborhoods and respecting our neighborhoods all throughout our city. we are also engaging the bright technological mindsen joining us in s f city and join the chambers in creating jobs and training for those last year, last summer, over 5,005,000 and eight jobs were created for summer for our youth, paying jobs every single one of them and this year we expect to exceed it with your help and the help of other companies here and we need to create hope in every aspect for our youth as mayor khan said they are going to inherit the city and the successes that we are pawk talking about today, they are going to also inherit failure and is we want to have less failures with their invest and investment in them and in companies like sales force zooma and at which timer are all leading the evident with the 1800 other technology companies to help us create this investor confidence that companies are leadin
's honoree is a teacher, and i think teachers make the world go round. and i think education is the great equalizer in our society. and as we talk about gender equality, gender equality in math and science is such a critical area. and i'm really pleased with such great honorees, but i'm focusing on an amazing, amazing teacher who began over 45 years ago at washington high school. and i think there's a lot of ego pride in our neighborhood. she is an amazing toeholder we are honoring for women's history month. her contribution is in the field of mathematics at washington high school, go back over 40 years. and she is always encouraging and challenging girls and young women to study advanced courses and to consider opportunities in majoring in math and science and going on to really apply their learning. but i think she's -- when i review the different comments about her from less experienced teachers and students, the words that come out are nurturing and supportive and just a really person that brings everyone together as well. one of the events that washington high does is the pie day or

bringing the film and educating, training professional development largely thriewr our partnership with them and provides that to school districts and classrooms across the country for free, so educators can sign up, and if they agree to do the training and to take it seriously and embed it with the kids and the adults in the community we provide them with oftentimes busing, but often free tickets so they can see the film outside of school and make it an event and that is our project "1 million kids". we're doing it in a big way here in the bay area thanks to the leadership in this community. yep and oakland and all over. it's just awesome and in cleveland and right now we have 13,000 students across the basin in salt lake city are seeing it, and does have impact and the impact is largely i would say it creates a sense of agreement. the biggest thing that bully does or the big service the film has is gives everyone a unified collective science of agreement to which they roll up the sleeves and get busy creating change and has been really exciting. i building we already i belie
b.s. degree in elementary education from the university of pittsburgh and after teaching children through the seta program, donna really came to san francisco. on her arrival, she discovered proposition 13 resulted in the layoff of hundreds of bay area teachers and having been inspired by the serious needs of students, she focused her efforts on helping those most affected by the layoffs. for more than 11 years she focused her career on re-settling refugees from vietnam. later she refocused her attention on management and expansion of programs serving families and the elderly populations in the tenderloin district. many of these programs that she began exist today. in 1991 she was recruited to open san francisco's first city financed shelter for homeless family and in 1995 worked with the city to obtain the first ever federal funding for subsidized child care for homeless family at holy family day home and became the executive director of that institution. i believe donna is an inspirational, compassionate extraordinary person who reflects the best of san francisco values. it is q

strong. like education, the ability of students to attend college, medical research and inthe noah vation, the about of -- ability of our older neighbors to live their lives in dignity in their retirement years through medicare and long-term care. now we get a lot of advice and economists across the board, in fact, our own congressional budget office, advise that the best and fastest way to reduce the deficit to is to make sure people across america have jobs and are working. it is inexplicable that the republican budget proposes to eliminate jobs in construction, in education, scientific research, and instead heaps the burden on middle class families. experts predict the republican budget will reresult in job losses of two million fewer jobs next year alone. that's on top of 750,000 jobs lost by the end of the year due to the sequester republicans will not replace. just as the economy is improving for our neighbors and small businesses back home. in contrast, the democratic alternative will cren rate 1.2 million more job, stop the sequester and in committee, democrats proposed to close t
justice and people say "that's san francisco" and we believe that a right to a education is i social justice issue and if you deny that you're denying their civil rights. that's how we feel about being proactive. now there is a line of demarcation happens and we want to be proactive i know jill is looking at me. when the event happens and there is harm that occurs we believe in restorative practices and repairing the harm. we don't believe in kicks kids out of school. that's not a solution. we are an educational institution. we go through this process and the perpetrator understands the damage and make it right to the victim. it's not okay shake hands. it's a whole process. you talk about it and process what is happening and people follow up on that, so we very much believe in this restorative process in san francisco and how do we know? because of the indicators that should be going up are going up and the others are going down. our truancies are down. suspensions are down and students in class is going up. thank you for being here. that contribute to a stable nation state. as an educator i joined the team to oversee the portfolio of education and was given the opportunity to implement the country's education strategic plan over the southwest provinces. additionally i was given the national action plan for women and control of two female engagement teams which were marines trained to interact with the population of women because of the pashi culture, the males were not allowed to interact with the women. in order obviously to ensure communities stay strong you have to not only address the men, but you absolutely need to address the women. so we created the female engagement team. with our interagency partners, the u.s. department of state, danish and british governments and of course the afghans, additionally we reached out to the private sector for partnerships, and not for profits to deliver things that we weren't capable of delivering or to cover gaps that arose as we implemented the plan. we implemented the plan through 17 teams through helman and our two female engagement teams. this is actually just scrolling pictur
